一、臺灣居民專屬證件

I. Documents for Taiwan Residents

  1. ✅ 有效期≥6個月《臺灣居民來往大陸通行證》（臺胞證）
  2. Valid Taiwan Compatriot Permit (TaiBaoZheng) with >=6 months validity
  3. ✅ 官方入藏函原件（複印件/電子版無效，僅旅行社可代辦）
  4. Original official Tibet Travel Permit (no copies/scans accepted; only arrangeable through a travel agency)
  5. ✅ 邊境區域配套電子邊防證（可旅行社一併代辦）
  6. Electronic Border Pass for border areas (can be arranged by travel agency)

II. Documents for Foreign Nationals

  1. ✅ 有效期6個月以上護照
  2. Passport with at least 6 months validity
  3. ✅ 有效中國旅遊簽證（免籤國家除外）
  4. Valid Chinese tourist visa (visa-exempt countries excepted)
  5. ✅ 官方入藏函原件（唯一渠道：西藏涉外旅行社申報）

III. Tibet Travel Permit Application & Itinerary Checklist (Taiwan/Foreign Only)

  1. ⏰ 辦理週期：常規7-14個工作日；6-10月旺季提前30天報備，無官方加急通道
  2. Processing time: Standard 7-14 working days; Jun-Oct peak season requires 30-day advance filing. No official expedited channel.
  3. �� 必備申報材料：證件全頁掃描件、2寸白底電子照、精準每日行程單（日期/景點/酒店/交通全覆蓋）
  4. Required documents: Full-page scans of ID documents, 2-inch white-background photo, detailed daily itinerary (dates/attractions/hotels/transport fully covered)
  5. ⚠️ 核心約束：入藏函與行程嚴格綁定，私自改路線、脫團會被檢查站攔截
  6. Core constraint: Tibet Travel Permit is strictly bound to the itinerary. Unauthorized route changes or leaving the group will result in checkpoint interception.
  7. ⚠️ 查驗要求：進藏機場/火車站、沿途檢查站、景區全程隨身攜帶原件
  8. Inspection requirements: Carry the original permit at all times at Tibet entry airports/train stations, along-route checkpoints, and throughout scenic areas.

四、邊境區域通行核對清單（全員適用）

IV. Border Area Travel Checklist (All Travelers)

需辦理邊防證的管控區域：日喀則全域、阿里全域、珠峰大本營、山南邊境鄉鎮、林芝察隅/墨脫、岡仁波齊、樟木、亞東、洛扎等

Areas requiring Border Pass: All of Shigatse, all of Ngari, Everest Base Camp, border townships of Shannan, Nyingchi Zayu/Medog, Mount Kailash, Zhangmu, Yadong, Lhunze, etc.

無需邊防證區域：拉薩市區、林芝八一城區等常規市區

Areas not requiring Border Pass: Lhasa city proper, Nyingchi Bayi town, and other regular urban areas

辦理規則：港澳臺、外籍人員不可線上自助辦理，僅可內地出入境線下窗口/拉薩正規旅行社代辦

Application rules: HK/Macau/Taiwan and foreign nationals cannot apply online; only via mainland exit-entry offline windows or licensed Lhasa travel agencies.

違規後果：無證進入邊境管控區，直接勸返、暫扣證件、記錄備案

Violation consequences: Entering border-controlled areas without a permit results in immediate turnback, document confiscation, and recorded filing.

1、住宿規範

1. Accommodation Rules

  1. ✅ 僅可入住涉外掛牌星級酒店
  2. May only stay at certified foreign-licensed star-rated hotels
  3. ❌ 禁止入住：普通民宿、小客棧、非涉外賓館（無法登記備案）
  4. Prohibited: ordinary guesthouses, small inns, non-foreign-licensed hotels (cannot register/file)
  5. ⚠️ 入住必查：證件+入藏函（臺胞/外籍），全程實名備案
  6. Check-in requirements: ID + Tibet Travel Permit (Taiwan/foreign), real-name registration throughout

2. Transportation Rules

  1. 港澳居民：可自行購票、自由出行
  2. HK/Macau residents: May purchase tickets and travel independently
  3. 臺胞/外籍：機票、火車票、當地車輛必須由旅行社統一預訂備案，個人購票無法進站登機
  4. Taiwan/Foreign nationals: Flights, train tickets, and local vehicles must be booked and filed by the travel agency. Individual ticket purchases cannot board.
  5. ❌ 臺胞/外籍禁止：私自包車、拼車、自駕、脫離備案車輛出行
  6. Prohibited for Taiwan/Foreign nationals: private chartered vehicles, carpooling, self-driving, or departing from filed vehicles

六、拍攝&法律紅線禁忌清單（零違規）

VI. Photography & Legal Prohibitions (Zero Violations)

  1. ❌ 嚴禁拍攝：軍事設施、邊防哨所、檢查站、政府機關、寺廟私密區域
  2. Strictly prohibited to photograph: military facilities, border posts, checkpoints, government buildings, restricted temple areas
  3. ❌ 嚴禁私自採訪當地群眾、開展民間/宗教調研活動
  4. Strictly prohibited: unauthorized interviews with local residents, conducting folk/religious research activities
  5. ❌ 嚴禁攜帶境外宗教出版物、違規傳播涉藏不實言論
  6. Strictly prohibited: carrying overseas religious publications, spreading false information about Tibet
  7. ✅ 寺廟拍攝需提前徵得管理人員同意，禁用閃光燈、禁止偷拍僧侶
  8. Temple photography requires prior consent from management; no flash photography; no photographing monks without permission
  9. ✅ 境外媒體採訪必須經西藏自治區外宣辦專項審批

VII. Plateau Health & Emergency Checklist

  1. ✅ 階梯式適應海拔：優先林芝（2900m）停留2-3天，再前往拉薩、珠峰
  2. Gradual altitude acclimatization: Stay in Nyingchi (2,900m) for 2-3 days before proceeding to Lhasa and Everest

  6. Plateau prohibitions: strenuous exercise, excessive alcohol, staying up late, rapid running
  7. ⚠️ 應急處置：出現持續嘔吐、呼吸困難、頭痛劇痛，立即下撤低海拔區域並就醫
  8. Emergency response: If experiencing persistent vomiting, breathing difficulty, or severe headache, immediately descend to lower altitude and seek medical attention
